Frequently Asked Questions

Q. When will The Villages of Lakeview (TVOL) be built?
A. Construction of the different phases, roads and infrastructure will take 20+ years.

Q. What portion of the project will be built first?
A. Orderly development depends on infrastructure being developed from low elevations to  high.  TVOL will move from west to east, starting with the village north of  Ramona Expressway.

Q. Will you use eminent domain?
A. At this time, the County does not anticipate the need to use eminent domain to implement  TVOL.

Q. Will members of the general public have the opportunity to use the sports park, library and public community center?
A. Yes, many of the amenities within TVOL will be available to the entire Lakeview-Nuevo community.

Q. Will Lewis build a high school?
A. Construction of a high school is planned for the Lakeview Nuevo area, but Lewis is not required to build it. Lewis has assisted both the Perris Union High School District and Nuview Union School District with their planning efforts.

Q. When would the area see a new high school?
A. Construction would depend on the need of the school district and the rate of growth  in the overall area.

Q. Will construction of TVOL raise my property taxes?
A. Your property taxes will not go up as a direct result of TVOL. Infrastructure  needed for TVOL will be funded by the developer and various development impact fee programs.

Q. Will Davis Road remain open?
A. Davis Road is a public road. TVOL will not restrict access to Davis Road.

Q. Can I still own large animals, such as horses, if TVOL is built?
A. Yes, if it is allowed where you live. TVOL will not change the zoning of your property causing an impact to your pet ownership.

Q. Will there be enough water for the residents of TVOL?
A.  Yes, Eastern Municipal Water District’s long-term planning efforts have identified water to serve the new residents of TVOL. As the project develops, short-term water availability will be reassessed. However, no human can absolutely guarantee water to anyone.

Q. Are you going to use drought tolerant plants?
A. Yes. In fact, TVOL will have an onsite demonstration garden that displays types of grasses, shrubs, vines and trees Visitors will be able to learn gardening techniques, how to plant trees to save energy in houses and how to install work a drip irrigation system and a smart irrigation systems. 

Q. Is Lewis going to build the entire project themselves?
A.  Lewis has a long-term commitment to build TVOL. Lewis intends to play the role of master developer.  As master developer, Lewis will construct the infrastructure backbone – large roads, sewer and water facilities, regional storm drain facilities, and dry utilities – so guest homebuilders can focus on building homes on local streets. Lewis has no plans to build homes.  Guest homebuilders will go through a design review process with Lewis before they complete the same process with the County.  Lewis will also construct many of the amenities:  private clubhouses, large parks, community garden, public community centers and libraries.  Furthermore, Lewis intends to construct, own and operate most of the apartments and shopping centers.  Lewis has a long-term commitment to the Lakeview Nuevo area. 

Q.  Are there going to be apartments?
A.  Yes. Apartments will be built as part of a wide variety of housing types, but no  apartments will be built north of Ramona Expressway. 

Q. Are you planning to build a fire station and/or a sheriff’s station?
A.  Lewis and the Fire Department have agreed for Lewis to construct a fire station south of TVOL in the Juniper Flats area during the course of build-out of TVOL.  During the regional planning effort for the Lakeview-Nuevo area, the County Sheriff determined a sub-station within TVOL would not be needed in their long-term plan.

Q. Will Lewis restrict access to the San Jacinto Wildlife Area (SJWA)?
A.  No! California Department of Fish & Game controls access through its management of SJWA.

Q. Will hunting still be allowed in the SJWA?
A. Yes. TVOL’s design and zoning will not inhibit hunting activities within the SJWA.  TVOL has been designed with a greenbelt buffer a minimum of 500-feet wide between the SJWA and housing.  Furthermore, TVOL will provide an Environmental Stewardship program.  This program will fund community services along this edge providing support for the sustainability of hunting within the SJWA.

Q. Will you adhere to Dark Skies Lighting and Lakeview Nuevo Design Guidelines?
A. Yes. The concept of Dark Skies lighting will be applied throughout TVOL.  The Lakeview Nuevo Design Guidelines will be applied to the southwest edge of TVOL where TVOL abuts the design guideline area.

Q.  What kind of retail is planned for TVOL and how many square feet will be built?
A. Lewis hopes to build a f neighborhood shopping centers anchored by grocery stores with space for other services, such as a dry cleaners, etc. Market demand will dictate the size, the mix of stores, services and the start of construction.  TVOL has been entitled to build up to 500,000 square feet of commercial uses.

Q.  Will there be any public transportation?
A. Lewis hopes the Riverside Transit Agency (RTA) is able to extend bus service into the Lakeview Nuevo area thus connecting TVOL with future Perris Valley Line train stations served by MetroLink. At a minimum, TVOL will provide a park-n-ride parking lot adjacent to Ramona Expressway to facilitate ride share and bus stops should RTA desire them.

Q. Will Lewis continue to support Mystic Field?
A. Absolutely!  To date, Lewis has made a significant investment in Mystic Field.  Obviously, Lewis wants to maximize its return on investment; in other words we want to see many seasons of baseball and soccer played out.  During the public hearings at the Board of Supervisors, Supervisor Marion Ashley requested and Lewis agreed to provide on-going monthly funding for maintenance activities, which is another layer of support.

Q. Which roads will be realigned, closed or changed?
A. As each village develops, we will work with the Riverside County Transportation Department to determine how to best serve the transportation needs of the entire community.
 

Q. Will there be affordable housing?
A. The Villages of Lakeview will be one of the first master-planned communities in Riverside County to include affordable housing units. Lewis has agreed to provide 500 units of affordable housing in two apartment complexes:  one designed for families and one designed for seniors.
